With the state lotteries becoming increasingly more reliant on big multi-state jackpot games driving ticket sales, the long streak of Powerball jackpots being won before reaching historic levels has crimped state budgets. The changes that are being applied to US Powerball in October have been designed to fix that problem by forcing the jackpot to be won less often, but yielding smaller wins.
After these changes to this American lottery are applied, the odds of winning the jackpot – which had a record of $590.5 million in the year 2013 – will increase to 1 in 292,201,338 which is up from the initial 175,223,510.
Now comes the part you will be most interested in reading. So...what are the new odds of winning $4? Well, that will now improve from 1 in 111 to 1 in 92. The new rules will take effect with tickets bought starting on the date of the 4th of October for the October 7th drawing.
“The rule change is intended to increase the odds of winning any prize, while making it more difficult to win the jackpot prize,” said the State Gaming Commission in a memo to board members.
At their private board meeting on Monday, the State Gaming Commission approved the changes, saying that the modifications will make the game more sustainable. The adjusted percentage of money that will go to the jackpot will also drop from a previous 68% to the new percentage of 64%, while the percentage going to prizes that are more-easily-won will increase.
“The proposed rule is intended to increase the odds of winning any prize while decreasing the odds to win the jackpot,” said Robert Williams, the executive director of the State Gaming Commission. This new shift in the rules was aimed at boosting jackpot sales seeing that the sales have taken a drastic dip since 2013 when it was the last huge payout.
All in all, the chances of winning a prize will improve from about 1 in 32 to 1 in 25.
"Without these rules changes, the (Lottery) Division would need to remove the Powerball game from its portfolio of offerings and aid to education would be negatively affected," added the Gaming Commission in an official memo.
In the US Powerball game, lottery players usually bought tickets at a cost of $2 each and on each ticket they choose five numbers from one set and one number from a second set. These current Powerball rules will now change by increasing the first set of numbers from 59 to 69, while at the same time decreasing the size of the second set of numbers from 35 to 26. The prize amount for a third-category prize level will increase to $50,000 where it used to be $10,000.
According to recent reports, US Powerball sales actually declined nationally by 19% last year because there was no huge jackpot. In New York last year, Powerball sales plummeted by 44%, which meant a decline in sales of about $217 million.
What prompted this change in Powerball rules was the Gaming Commission who said the fluctuations in the multi-state games had to be more focused to create games with more consistent jackpots.
New York’s lottery is “focused on developing and promoting non-jackpot driven games to reduce future dependence on more mature jackpot games and multi-state jackpot games,” said the lottery.
